Emergency Locust Response Program

Emergency Locust Response Program (ELRP) is a Government of Kenya project funded by the World Bank focusing on preventing the spread of desert locust; responding to the threat to livelihoods posed by outbreaks; and strengthening Kenya’s system for preparedness. The project is in the Ministry of Agriculture, Livestock, Fisheries & Cooperatives implemented under the State Department of Crops Development and Agricultural Research, between 2020 and 2023. ELRP Goal – Program Development Objective (PDO) is to prevent and respond to the threat to livelihoods posed by the Desert Locust outbreak and to strengthen Kenya’s systems for preparedness.

Program Components

Surveillance and Control Measures

The objective of this component is to limit the increase and spread of existing climate-change-induced DL populations

Livelihoods Protection and Rehabilitation

This component is to safeguard and protect the poor and vulnerable households from human capital and asset losses resulting from the effects of locust invasion.

Coordination and Early Warning Preparedness

This component is to strengthen Kenyan systems for early warning, surveillance and control operations of the desert locust at County, National and regional levels.

Project Management

This component will support coordination and management of project functions including: financing, procurement, training, monitoring and evaluation.
